Despite cosplay’s growing popularity outside japan, it’s an art-form probably best left to the experts. These pictures previously posted on Tokyo Times for example perfectly proving that whether it’s simply due to the costumes or just confidence,
the results can be decidedly different.
However, there are exceptions, as whichever way you look at it, the slapdash donning of a plastic cap-cum-cover along with badly applied make up definitely doesn’t create the desired effect — not by a long shot.
Its wearer culpable (or even, ahem, guilty) of a considerable lack of judgement.

I never realised that old Japanese men had such bad scalp peeling.

The picture of the non-Japanese “catgirl” was taken at the German manga and anime convention “Connichi” (at the very first Connichi in May 2002 in Ludwigshafen, to be more precise). Since then, this foto somehow has made its way all across the net – and led to substantial rulebook changes for the Connichi dress-code.
BTW: Those of you who haven’t seen the Eternal Sailor Moon at the same Connichi 2002 (about three times the catgirl’s weight, wearing nothing but a semi-transparent white nightgown) – consider yourself very, very lucky. 🙂
