the two is a japanese comedy duo, the chutoriaru (ãƒãƒ¥ãƒ¼ãƒˆãƒªã‚¢ãƒ« – tutorial?) and the guy in the nurse outfit is Tokui Yoshimi, playing the ‘boke’ part.
i’m pretty sure that it was supposed to be funny; a male comedian in a female nurse outfit because the outfit for male nurses is totally different.
well, exaggerate and try to desperately find things to associate japan with ridiculousness all you want!
