With Tokyo boasting a positive plethora of places offering all sorts of services, this hair salon, regardless of the spelling error, may well be sending out some seriously wrong signals.

Maybe they meant the German word “Handwerker”, which means “artisan”, or “craftsman” in English. (Reminds me of “Elfen Lied”, which should in fact be spelled “Elfenlied”. There are quite a few German words to be found in Japan btw.)
Artisan? 🙂
And the “Koo’s” is also trademarked… you never know when some other german hair salon might want to infringe on your “hand werker” trademark, lol.
