Still a very common sight in Japan, and yeah, quite a lot of restaurants still do. That said, nowhere near as many as there used to be. Things have definitely changed.
When watching my Shibuya and Shinjuku live cam screens it suprises me how many young people, alone or in groups, just squat down like that to chat and check their phones. Another facet of the wonderful differences between cultures.

I feel this is from a different decade but they are smoking outside. I heard many restaurants in Japan still allow smoking.

I know. A lot people who aren’t so young as well. And yet they still manage to stand up again without any assistance or bother whatsoever.

It is. Not at all sure I could stay in that position for long. And even if I did, moving afterwards would not be pretty!
